Last week, the House passed with my support H.R. 1865, the Allow States and Victims to Fight Online Sex Trafficking Act introduced by Rep. Ann Wagner (MO-2). This bill targets bad-actor websites that have engaged in the promotion or facilitation of prostitution. This new law prevents these websites from escaping criminal and civil liability. Previously, these websites – technically called interactive computer services – were immune to civil challenges, even if there was evidence of facilitating sex trafficking. The bill also increases penalties for individuals who promote or facilitate prostitution of 5 or more individuals or act in a reckless disregard of conduct that contributes to child sex trafficking.
