Villages officials poised to terminate deal with fence maintenance company

Villages officials are poised to terminate a deal with a fence maintenance company over pricing.

Daves Fencing & Painting Inc. had been awarded a three-year contract that began Oct. 1.

However, company president, Billy Ray Daves, earlier this year learned from his supplier that the price of posts and boards for fencing was going up due to shortages blamed on flooding, plant shutdowns and a robust economy.

Daves met with Villages District staff on Feb. 6, expressing his concerns over the higher prices from his supplier. He wanted to be paid more for fence maintenance in The Villages.

These fences are a familiar sight in The Villages.

“The increase was substantial, unexpected and he could not afford to continue the work at his bid price after he received the price increase,” Administrative Operations Manager Diane Tucker wrote in a memo to supervisors of the Village Center Community Development District and members of the Amenity Authority Committee.

The VCCDD and AAC have this matter on their respective agendas for their Wednesday meetings.

District officials are recommending terminating the existing agreement with Daves and rebidding the work. However, when Daves originally had been awarded the contract, the company had the good fortune of being the only bidder who showed up for a mandatory pre-bid conference and was awarded the bid over six other companies who didn’t attend.

There are potentially some new fences on the horizon in The Villages:

• The Project Wide Advisory Committee is considering a fence at a three-acre parcel where a homeowner has complained that an unsanctioned dog park has disturbed his serenity.

• The Amenity Authority Committee had been considering a fence at another adhoc dog park behind The Villages Regional Hospital. The AAC instead has opted to create golf carts parking to discourage carts from driving onto and damaging the grass.

• Last year, Community Development District 2 supervisors discussed the possibility of putting up a fence at the Glenview pond where Villagers, golf carts and dogs regularly gather.

Those fences, if approved, would be paid for by either amenity money or maintenance assessments collected from residents.
