Unlicensed contractor arrested after ripping off Villager in wake of Hurricane Irma

An unlicensed contractor has been arrested after allegedly ripping off a Villager in the wake of Hurricane Irma.

A home on Kelsea Circle in the Village of Silver Lake began taking on water from a leaky roof which led to other damage to the home in the wake of the powerful hurricane which struck in September.

In November, the homeowner found a flyer attached to his door, advertising roofing services.

He called David Hall’s Handy Service and received an $8,000 quote for which Hall, 47, of Leesburg wanted full payment before he began the work, according to an arrest warrant. The homeowner opted to give Hall two $4,000 checks during the month of November. Hall showed up on two days, stripping and repairing the room. He showed up twice more for about 20 minutes each time, and did little work. The work he performed, did not meet code standards.

The homeowner made at least a dozen calls to Hall, which were not returned.

Hall was taken into custody on Thursday on warrants charging him with exploitation of the elderly, acting as an unlicensed contractor and acting as an unlicensed contractor during a state of emergency.

He was booked at the Lake County Jail on $10,000 bond.
