A suspected RV parking abuser defended his parking practice in a public hearing Friday morning before the Community Development District 5 Board of Supervisors.
Mark Frederickson has been accused of leaving his RV for more than 72 hours in his driveway on Golden Ridge Drive in the Village of Poinciana.
The RV has become a sore point in the neighborhood. One neighbor claimed the RV is a nearly constant presence in the neighborhood.
One neighbor began honking the horn of his golf cart each and every time he saw the RV in the driveway.
“I got in my car and honked my horn in his driveway. A little childish, I admit,” Frederickson said.
Neighbor Paul Hagerty said Frederickson has moved the RV around, parking it in the lot at Hibiscus Recreation Center and in the driveway of a lady friend’s home down the street.
Frederickson claimed he frequently takes one-day camping trips and then needs time to cleanup the RV.
His claim was met with some skepticism.
“A one-day trip requires three days of cleanup?” asked Supervisor Chuck Wildzunas.
“It appears you are gaming the system. I would not like to have you as a neighbor,” he added.
Frederickson said he was well within the 72 hours he believed he had to park his RV in his driveway. He also challenged the validity of photos submitted by his neighbor which seemed to show the RV in violation of the 72-hour limit.
District Counsel Valerie Fuchs said the deed restrictions actually state that RVs are not permitted.
Fuchs said the CDDs can use a strict or liberal interpretation of the rule. She said CDD 5 has used the liberal interpretation
“If you go back to the strict interpretation one photograph is sufficient,” Fuchs said. “It says no RVs. Period.”
The board voted to give Frederickson one day to move the RV. If not, he will be fined $150.
If another violation occurs, Frederickson could face a $500 fine.
