Fenney resident announces candidacy for seat in Community Development District 12

A woman who moved this year to the Village of Fenney is running for Seat 4 in Community Development District 12.

Theresita “Tita” Dumagsa came down to the The Villages in January 2016 and rented a house in the Village of Mallory Square for two years.

She wanted to get a feel for life in The Villages. She loved it.

Dumagsa decided to build a house in the Village of Fenney. She moved into her new home in January.

She is originally from Cebu, Philippines.

Her life’s work has been to advocate for those who need a voice to help lift people from poverty in the Philippines through grant proposals she’s written that provided for education, livelihood and infrastructure projects, particularly after the deadly and devastating super Typhoon Haiyan in 2013 that killed more than 10,000 people. She is a member of the Fil-AM Club and the Filipino Karaoke Club of The Villages.

“I am a Filipino by birth, but an American by choice,” Dumagsa said.

She was valedictorian of her high school class, and is a graduate of the University of Santo Tomas in Manila, Philippines.

She lived for 34 years in Northern Virginia.

Her first career was as a dietitian, managing personnel and resources. After retirement from dietetics, she worked for United Airlines as an executive in human resources, overseeing the hiring of ground employees.

In 2017, Dumagsa received the prestigious Most Influential Woman in the World award from the Filipina Women’s Network’s in the “Behind the Scenes Leader” category, which recognizes 100 women of Philippine ancestry in the world who are changing the face of leadership in the global workplace.

“I decided to run for district board supervisor as a means of giving back by serving the community I live in now for all the wonderful professional and personal opportunities that have come my way,” she said.

Joan Steep is currently serving in Seat 4 in CDD 12. She has not filed to run for the seat.

Andrew Bilardello has filed paperwork to run for Seat 4, according to the Sumter County Supervisor of Elections.

CDD 12 was initially established in 2011 as Wildwood Springs Community Development District. In 2016, the City of Wildwood adopted an ordinance which legally changed the name to CDD 12 and amended the existing boundaries.

CDD 12 includes 1,490 acres and 2,490 home sites.
