An angry resident gave Community Development District 1 supervisors an earful Friday morning in an ongoing dispute with his neighbor.
Russell Bowser, who lives at 1208 San Juan Drive, is concerned about a drainage issue that has resulted from his neighbor’s landscaping and circular driveway that was erroneously approved by the Architectural Review Committee. CDD 1 previously acknowledged the error and has offered to pay for the work to put things as they were. However, the neighbor has refused the offer. But things have apparently gone from bad to worse.
“This has caused me an enormous amount of grief,” said Bowser.
He claimed his neighbor had called law enforcement on his landscaping company. Bowser also said he has been served with a paper ordering him to stay off his neighbor’s lawn.
Bowser said he has already spent $2,000 on an attorney.
“And it’s gotten nowhere. I need some help,” he said.
Supervisors and District Counsel told Bowser there is nothing they can do.
“It sounds like a civil issue now,” said District Counsel Valerie Fuchs.
“It is unfortunate there is disharmony between two neighbors, but we can’t mediate that.”
Supervisor Craig Estep told Bowser the board understands his position.
“But there is nothing we can do legally to assist you,” Estep said.
